Job description

SITE SAFETY SPECIALIST

Essential functions\duties:

  • Adhere to and enforce OWNER policies, procedures and project documents, including the Stop Work Authority and the Structured Feedback.
  • Ensure that activities on site comply with all relevant safety legislation, and that the principal contractor and the contractors have met their obligations against the requirements and documentations.
  • Ensure that the Site Manager and all the Contractors are fully aware of the safety requirements, of the Health and Safety Plan their obligations, with a relevant Safety Awareness Training Course (a record of the attendance of this training be maintained on site).
  • Ensure that the contents of the Health and Safety Plan are communicated to the Contractor site staff before the commencement of site establishment and construction on site.
  • Ensure that the compliance with the requirements of the Health and Safety Plan is monitored through regular and comprehensive inspection of the site and surrounding areas, and that any non-compliance or remedial measures that need to be applied are reported.
  • Verify the baseline risk assessment to ensure that the control measures are appropriate, and the Collective Protective Equipments and PPEs are suitable, used and available.
  • According to the applicable requirements, check and authorize the access of personnel and equipment to the site.
  • Identify the activities and the periodicity, according to the type of the worksite and the on-going activities, about the POD meetings and Job Hazard Analysis.
  • Following the consultation with relevant construction supervisor, stop, in case serious and imminent danger, any contractor from executing construction work, which is not in accordance with the Health and Safety Plan or which poses a threat to the health and safety of workers.
  • Based on the client requests fulfil the processes that will be put in place at initial stage of the construction or during it including SAP, which with all the deviations found on site according the Client procedures, assessing with the Site Manager / Project Manager the suitability and feasibility of resolution proposals and ensuring their implementation.
  • Attend the operational weekly review meeting of the HSE Responsible and Site Manager / Project Manager, and the monthly meeting with the representative of the Contractors, drawing up a Report within 48 hours.
  • Report all the safety accidents, incidents and/or damages and near misses of the site within 48 hours and following all Client procedures, keeping an incident register detailing all activities on site, problems identified, transgressions noted and a task schedule of tasks undertaken by the Safety Specialist.
  • Promote the incident analysis with the main contractors defining the root cause and relevant mitigation measure to follow up.
  • Monitor all the obligations in charge of the Owner against the safety and labor authorities, providing to the Owner a time schedule showing the activities and the related deadlines.
  • Support the Site Manager in the collection and reporting of sustainability and environmental data using applicable reporting programs and tools.
  • Prepare and / or support the Site Manager to prepare on time all the notifications to be sent to the third parties (Authorities, principal contractor, contractors, etc..) prior to the commencement of the construction, during the construction and after the completion of the construction.
  • Support the Owner (or the Site Manager / Project Manager appointed by the Owner) during any meeting and inspections performed by the competent Authorities, attending during these meetings and inspections on site.
  • Support, mentor and coach as needed the construction project employees by having the ability to demonstrate how to perform the work safely.
  • Maintaining a daily log of all activities and communicate daily with Contractors on site.
  • Support implementation of innovation and digitization initiatives that increase efficiency and safety in construction activities, staying current with emerging technologies.
  • Test, pilot, implement and provide feedback on OWNER initiatives.

  • Weekly follow up on HSEQ reports with the SM and HSEQ Client manage

Requirements:

  • BS Degree in Safety, Safety Management or Occupational Safety and Health from an accredited institution or minimum 7 years of experience in environmental health and safety in the construction industry (or combination of both).
  • Safety-technical or Safety Engineering degree (MSc) or equivalent qualifications (strong experience in supervising health and safety in power plant construction can be considered equivalent);
  • Experience in the construction of power plant, including but not limited to HV/MV substations and transmission lines.
  • Experience with renewable energy companies is preferred
  • Understanding legal and other requirements to health and safety
  • Deep safety standards knowledge at construction site
  • Hazard identification
  • Evaluation of health and human factors, method for exposure monitoring and assessment of occupational health and safety risks, human behavior, person-to-person and person-to-machine interactions
  • Techniques for risk assessment (including determining controls based on "hierarchy of controls", and risk communication)
  • Processes and working practices, equipment and maintenance, raw materials, hazardous substances, workflow organization, shift-scheduling, culture and behaviour of the construction sector
  • System of "occupational exposure limit" values
  • Methods for incident (including accident and work-related illnesses) investigation and evaluation (i.e. root cause analysis), and methods for monitoring and reporting health and safety performance;
  • Ability to analyze accident data, new processes, and machinery for potential safety concerns, and conduct job hazard and job safety analyses.
  • Safety design
  • Rigging and crane operations is experience preferred.
  • Ability to pull information from spreadsheets, analyze data from various sources, audit and prepare information for monthly reporting
  • Advanced time management and organizational skills with ability to work cross functionally.
  • Excellent communications skills, outgoing, assertive, approachable with positive attitude and ability to work in an international, multicultural team, with contractors and all other parties involved in the construction phase.
  • Ability to work independently and be self-motivated, with minimal supervision in challenging, fast-paced projects.
  • Intermediate proficiency in Microsoft Office Suite (Excel, Word and Power Point) and ability to learn and use safety software and applications.
  • ASP, STS, CHST, and/or CSP or other safety related certifications desired
  • First Aid/CPR Trained
  • OSHA Outreach Trainer in Construction Industry
  • Must be able to work outdoors in inclement weather, work in confined spaces, climb ladders without assistance, and work at heights greater than 100 meters (300 feet).
  • Must be able to move and manipulate up to 50 pounds.
  • Must be able to comply of weight and health restrictions of fall protection equipment in our turbine and PPE program of a max 310lbs total.
  • Ability and willingness to travel domestically and internationally up to 100% of time, including temporary assignment to projects and relocation between projects with short notice.
  • Ability to utilize tablet and smartphone for daily work activities and ability to learn and use construction software and applications for the creation of reports with ability to apply technology innovations into daily construction activities.
  • Current drivers' license required.
